Well, to console you, catnip is a weed and would probably grow in toxic waste. Once you get them started (which isn’t hard) its pretty much impossible to kill.
I’d suggest getting a couple cheap pots, fill them with potting soil and plant the seeds in the pots. (cover the seeds with about1/4 inch potting soil. Keep the dirt moist, but not soaked. They should spring up. Once they get bigger you can transplant them to your garden if you want (They WILL come back after winter, so don’t worry if you get a lot of snow) or you can keep them indoors in pots so you have catnip year round.
