The entire book is satire. The passage is a commentary about communism- how the government can attempt to abolish caste differences (we’re all comrades), but it can never change the laws of nature. While the cat and birds are both comrades, and therefore equals, the birds cannot trust the cat (it’s not in their nature to do so), and rightly they shouldn’t, for the cat would eat them (as is his nature to do).
Cats eat sparrows.
