Sounds like Ringworm-It is treatable.

Yes ringworm is transferable to humans. However most pet diseases aren’t.
two things come to mind- one- ear mites. If it has ear mites then it will scratch the fur off since his ears itch.
two- he could have ringworm and it just happened to get spread to those places from him scratching.
Hopefully you can trap him and take him to a vet that handles ferals. Good luck!
