I have no idea about the tuna, but the mosquito larva is fine (very nutritious actually). the only danger is that something might get into the water (like chemicals) and this could be dangerous when the fish eats them, or parasites.
It good for them. thouse are called blood worms.
It’s actually their natural food in wild. Good source of protien for the betta. Small bits of fish are OK to feed as well.
Betta are carnivores, in the wild they would eat insects, their larvae, small shrimps and tiny fish.

mosquito larvae is also known as bloodworms, which are a bettas favorite treat.
