No it is not too late to make your cat an indoor cat. If you cat has been spayed and all his shots up to date, he may even learn to enjoy the comforts of a home with no noisy vicious dog.
I have had cats most of my life and I have found as they get older, outdoor life gets scary to them. The Toms can’t hold their own against the youngsters and the females feel more vulnerable. He will realize life outside is dangerous and he may just resign himself to the good life.
You will have to be consistent with him, for him to understand. If he asks to go out take him aside and pet him and give him treats and explain why you don’t want him to get out. In his limited understanding he may understand some of what you are trying to tell him.
He will need you to play with him more and don’t forget the brushing and claws to be clipped and the treats.

once a cat or any animal is raised up on the out side u can not make them a inside animal.just keep doors closed.
