What a cute idea!
To Start, I would make a "toaster oven" as a cat would have more room in one. It will take a while but it can be made in a day with a lot of imagination. I would also use velcro "strips" that press onto the cardboard and the inside of the material, as you would need to wash it.
I would start with a large shoe box (boot type) or other medium size box. You could probably get this for free at a shoe store.
Then you would need quilting material (or just silver material with padding on the inside) to wrap around the box, and a small piece of clear plastic for the swing down door.
Black felt or material to make a handle and knobs. Although you could probably find black foam to make knobs. (Don’t forget to mark the knobs with temperature and bake, broil, toast). This can be done with a small bottle of white acrylic paint. I would stick to what could be thrown into the washer. Don’t forget the "feet", also foam.
While sewing the actual oven seams would be best as they would have straight defined sides, it is not really necessary.
Make the basic form for the oven out of the cardboard. The door will be the hardest piece. You will want firm sides to attach the knobs to and you will want it to pull down with the clear plastic in the middle and a handle at the top.
You should be able to get everything in one store. Perhaps even in a super-Walmart or craft store.
You really don’t need a pull out tray, as the cat will cover the bottom, however you can make one with cardboard and cover with material.
If you really want to be creative, make a red "tube" out of material and probably hand sew to the top to look like coils.
