What I would do is soak the area of the scratching post with vinegar/water, and let it dry in the sun. Just the sunlight is not going to eliminate the odor causing compounds in the urine. And you stated you did that, so that is as good as any treatment. Once the vinegar/water solution has stood for perhaps a couple of hours, you can add water, and blot it to remove some of the vinegar odor, and let it dry quicker.
Now you know that you have to consult with your cats before making any changes in the home.

Get some of this stuff at Petsmart. My cat peed all over our couch and we doused this stuff on the cushion. it will break down that urine pneumonia enzyme. Trust me it works!!
There is a product that I swear by called Urine Gone. You can get it a good pet store like Pet Smart. One of my kitties is a pee pee kitty and you would never know it after using this product. It is an enzymatic cleaner.
Also, Pet Smart will also let you return it if it does not work for you.
