Why do you want gravel or sand? They’re not very absorbent and the litter box will stink to high heaven. Plus, the sand will get tracked all over the place and ruin your floors.
Most regular kitty litter is made of clay, which is a natural product, too. It’s also the cheapest you can get, if that’s what you want.
Just got to TRU (other toy shops may have it but I know ToysRus in Oz have it) and buy play sand that’s meant for kids’ sandpits, it comes in bags, or go to a sand and soil supply store and you can buy it in bulk there. Some hardware stores may stock it too. That would be the cheapest way to do it and you can put it in a baking dish lined with foil and pop it in the over if you want to sterilise it.
