No they cannot.Unlike many animals a bird does not have full control of their bowels.When they have to go they just go.They lack the control needed to hold it in till they reach a designated place.This is the basic reason why birds are either kept in cages or out in the yard.Water fowl unlike some other birds are extremely messy birds if kept inside a house.They do not have to have water to swim in but it does help with their overall hygiene.If you are looking to keep ducks within the home I would suggest adding on an outside aviary.
Not to my knowledge. I have ducks and geese and all they are going to do is eat the litter. The do have harnesses on line that hold pieces of diapers so that the ducks can be in house. also if started young you can teach them to wear this and not mess with it. start by using a little piece of diaper attached with very loose band or tie. this will teach them to wear it. they make ajustable ones for new babies.
