I placed my catflap a little higher up than normal, and it’s closed by a magnet which only a bigger animal like a cat could push open. I’ve never had any undesirable guests in my garage! If you’re really worried, you could get one which has a corresponding ‘key’ on a collar that you put on your cat. That way it will only open for your cat

I bought a regular cat door and just mounted it higher (ie- not on the ground). There isn’t one that requires a DNA check, so you can’t guarantee that other animals will stay out, but rats probably will if there’s a cat. Keep trash away from the door and skunks won’t be a problem. Mount a board on both sides of the door so that there is a platform for the cat to jump up on. They’re nimble and smart- if they want in, they’ll figure it out.
Places like Petsmart sells pet doors. Theres some that the pet wears a "key" collar and it will only open for them.

Your cat would be a lot safer if you kept him/her as an indoor only cat. But if you are really certain, you can get a cat door that is activated by a "key" on the cat’s collar, and locked otherwise. Check at Petsmart or Petco
I’ve never owned cats, but my friend had the same problem with rabbits and such. You can buy magnetic cat flaps – basically, your cats have this thing on their collars that is a magnet, which triggers the door open. Once the cat is a certain distance away, it shuts again.
